FCPX 10.4.8 Freeze frame broken

I have an issue where the Freeze Frame tool is choosing the wrong frame to freeze. I make a cut using the blade tool. Bump the following clip out to make room. then snap back to my cut. Bump back one frame. then choose Edit>Add Freeze Frame. FCP always adds the frame but I'm lucky if it's the correct frame. (I have many freeze frames in this particular project. It seems to just choose the last frame freeze frame or even randomly choose a frame. Sometimes the thumbnail in the timeline is correct but the viewer is incorrect. Sometimes reversed.

2017 15" MBP 10.15.3 Catalina, 3.1 Ghz quad core i7, 16GB 2133Mhz LPDDR3

Any thoughts?

I have screen caps if needed.

First, you don't need to cut, or to move a clip aside to make room. Just place the playhead on the desired frame and press option-F.

Second, try deleting all render files. Select the library in the browser sidebar, and do File->Delete Generated Library Files...

Third, try deleting preferences. Hold down command and option while starting FCP X and click "Delete Preferences".

Reopen the library and try again.
