Go to: Apple > System Preferences > Keyboard > Shortcuts tab > Keyboard and click on the Restore Defaults button.



If that doesn't help, then test another keyboard. (most any generic wireless or USB keyboard will work)


If the test keyboard works OK, then you have a bad keyboard that needs to be replaced.
