Why can't I minimize my Safari windows or open minimized apps from the Dock? (New update 10.15.4)

I (literally 10 minutes ago) updated my Mac to the new 10.15.4. As soon as it restarted it opened my Safari windows and started playback on YouTube (without me doing anything). Then I noticed I couldn't find all the windows I had minimized (like 5) with exposé, it only showed me the one that was on screen–I had to manually double click the Safari icon from the Dock to open each window.

Now that they're open, however, I can't seem to be able to minimize them again from the top icon (I'm attaching ss with no available button). Upon some research I found I could change the Dock settings to minimize with double click on the top of the window, but it still won't allow me to minimize Safari.

Then I opened Steam, minimized it and tried to open the window again from the Dock icon and nothing happened.

What's going on????
