Post Catalina software update Safari (Version 13.1 ) web pages constantly reload with a 'the webpage reloaded because of a problem' message

Above problem after updating from High Sierra to Catalina yesterday - virtually no pages will load (especially on Ebay uk and news websites) 'the webpage reloaded because of a problem.' Rebooted Safari many times and emptied caches and changed DNS servers after following an old post (2014) on Apple Communities.

Here are a few fundamental troubleshooting steps that may help. Some of the information will be redundant but review everything to determine if there is something you may have overlooked.

If you don't get anywhere, you can use the following procedure to determine if the problem is internal or external to your Mac. Causes may involve your router, your ISP, the DNS Server(s) it uses, or certain user-configurable options.

  1. Shut down your Mac.
  2. Load macOS Recovery by holding and r (two fingers) while you start your Mac with a third finger.
  3. At the macOS Utilities screen, release those two fingers.
  4. Choose Get Help Online.
  5. Safari will launch, but it will lack your bookmarks, favorites, history and other preferences.

Determine if the problem persists while using Safari in that mode. After that, restart your Mac normally, and reply with your observations.

If the problem persists while using Safari in Recovery Mode (the numbered procedure) and it's occurring on virtually all websites as you wrote, then the cause lies beyond your Mac.

The next logical step would be to reset your router to factory defaults, and reconfigure it. If that fails to resolve the problem it's likely the ISP you're using is the cause. Other than contacting them and waiting for them to fix it, you may need to use FireFox.
