Lock Screen doesn't show "Emergency" for Medical ID

My Lock Screen doesn't show "Emergency" so the only way for someone to get my Medical ID content is to press and hold a couple of side buttons simultaneously. Is there a way to put the "Emergency" option back onto the Lock Screen? Right now, it has only icons for the flashlight and the camera.

EDIT: Okay, the Emergency button is still there, but only if Face ID doesn't unlock the phone BEFORE you get to see the "enter passcode" screen. So, unless the first responder were my identical twin, they'd still be able to get to it.
