iCloud additional storage charges me twice, on a different email and a card I've removed from everything. how do I stop it?

I used to have a different bank and a different email that was registered for my apple account. I changed banks and removed the old card from everything, and updated my payment information to my new card. I also switched my apple account over to another email address of mine. Each month I get a receipt on my new email saying that my iCloud storage purchase was paid with my new card (mid-month, around the 12th), then at the end of the month (30th-31st) i get another receipt on my old email saying that it was paid for with my old card. Why is it charging me twice per month for the same account, and why is it taking money out of a card that's been removed from everything? It's taking the money out of both bank accounts, so it's not just an error with the receipts. the icloud monthly storage charge doesn't show up in purchases or subscriptions or anything, so I cant look for it specifically to make sure that there's only one email and card tied to it. how can I fix this? is there somewhere I can go to look at the icloud charges? if I shut down my old account and render my old card useless, will apple penalize me for "nonpayment" next month on the 30th, even though I had already paid on the 12th with my new card?
