I have a new MacBook Pro and the software is up to date, but when I plug in an external DVD player, the app isn't on my computer won't read that it's connected even though settings are checked to read CDs and DVDs.

Have you tried a Spotlight search for DVD Player? It's located here:
A simple search following by the Return or Enter key will launch it.
