Safari slow, App Store doesn't load

Hi,

Safari on my daughter's MacBook Pro is not loading properly. It will load 20% or so and then, maybe, after a very long pause (60 seconds or more) it will sometimes suddenly load the page. Sometimes not. Then it happens again on the next page you try to load.

The App Store app will not display anything either--just a blank frame. (Note, after upgrading to Catalina, see below) the App Store "highlights" info will load on the left panel but the app-specific info will not load--that area is blank.

Google Chrome runs fine.

In Safe Mode there is no change.

However, in Recovery Mode Safari runs as it should, very fast.

This has been going on for months, well before the higher internet demands of late. I have a newer and an older MacBook Pro sitting on the same table--both run just fine.

Tried setting up a new account on the Mac--no change.

Tried upgrading from Mojave to Catalina--no change.

Tried everything on this thread (https://discussions.apple.com/thread/6450969)--no change other than running well in Recovery Mode.

Thoughts?
