Trying to transfer data/apps fro iPhone SE with iOS 13.4 to iPhone 6 with iOS 12.4. How can I do this? Messages say I need to update iPhone 6 iOS, but iPhone 6 says "iOS 12.4.6 Your software is up to date."

You can't. You can not restore a backup made with a newer version of iOS (13.4) to a device running an older version (12.4.6).
