I have a Mac Pro (early 2009) and running High Sierra 10.13.6.. Just today SAFARI 13.1 started to give me lots of problems. Many pages on the web just won't load. The error message says "the page was reloaded because an error occurred)
this is what I get when trying to load a page on ebay.
I have deleted cache, turned off extensions etc.. Nothing works.
Can anyone help??

Have tried everything. Chatted with Apple but they didn't suggest anything that I had not already tried.
What did get me a working version of Safari was I reinstalled High Sierra OS. I don't have this problem with other Macs I have two on Catalina, two on High Sierra, one on Sierra and one on Mojave.
Not sure why this one iMac decided to not work correctly with Safari 13.1, but after HS installed Safari 11, everything was okay. I confirmed that it was the update to Safari 13.1 by allowing the update to go through and once again had the same issue. Resolved it for the moment by reinstalling HS OS and blocking Safari 13.1 update.
Problem Solved..
Restart your mac and hold down the command R keys.
Reinstall High Sierra.
PROBLEM SOLVED..
The Safari version will be 11.1.2. I am perfectly fine with that version as it plays very well with High Sierra 10.13.6

Constant webpage kick outs. "The webpage was reloaded because a problem occurred" but actually it does not reload
Thank You to user B BM. He suggested reinstalling HS with the command-R keys held down.
Everything works fine again. i am, using OS HS 10.13.6 and Safari 11.1.2.
I won't be updating anytime soon...
