iMessage not working when on a phone call

Ever since I upgraded to my iPhone 11 I have been unable to consistently sending iMessages while on a phone call. Messaging works fine, unless I am on a phone call. I am connected to wifi and a majority of the time when I am on a call and try to send a messages it goes as a green text message. Occasionally after the first message the send arrow will turn blue and then messages will sent via iMessage. When it remains green of course I cannot send photos.

I have the latest iOS and have spoke with my carrier. No luck.

Here is an example of a behavior that I find odd. Talking on the phone and a message comes in as a text message (not iMessage). I reply with two messages, both go out green. Other person's reply comes back as an iMessage. My next three messages go out as an iMessage, other persons reply comes back as an iMessage, my next two replies go as a text message and then the next as an iMessage.

Also, on the phone, send a photo and it goes as an iMessage. Try to send a second photo, will not send as a text message. Send photo to a different contact it goes as an iMessage. Switch back and try to text original person six times, all go as text messages.

Why seemingly randomly do my messages go out as text messages?

Yes, I have gone through these steps with my carrier. I am connected to wifi and able to browse the internet, use apps, and do everything else online when on calls except reliably send iMessages. My iMessage settings are set to send ad receive by my phone number only. I have used the SIM card on a few previous phones. Could it be something with that? Issue has been since I have had this iPhone 11, but same sim I have used on my previous phone.
