Apple Watch Time Wrong

When my Apple watch is connected to my iphone, it displays the correct time. When my apple watch is out of range of my iphone, during a run for example, the time on my watch is off and ahead by exactly one hour. It appears as if the watch is not picking up the correct timezone data from the cellular network, but the cellular network connection appears solid. All the normal watch functions work; I can make and receive calls, use voice dictation, and iMessage.


I am using Bell Mobility in the Atlantic time zone.


The moment my watch comes back into range of my iPhone, the time corrects itself.


I have paired and unpaired the watch and iPhone several times. I have reset the watch to factory default, yet the problem persists


My watch is an Apple Watch Series 4 (GPS + Cellular) A1976 running 6.2 firmware. It's paired to my iPhone 6s running firmware 13.4

Originally, turning off automatic time zone settings seemed to work, but it just slows down the problem's occurance. With automatic time zone set to on, the watch time advances an hour immediately when the iphone is turned off. When automatic time zone is set to off, the watch takes several minutes before advancing its time by an hour once the iphone is turned off. The problem, then, remains. Any ideas?
