Do you have any third party security software? Sometimes this can get in the way. Another thing that can help is to run the iTunes installer as the administrator when installing it.

No, I only have the Windows Security that came with Windows 10 running. I am logged in with local administrator privileges.
Using the right-click option to Run as administrator can potentially give an installer a different set of privileges from being run from an account that has administrator rights.
