Try this, it will work

Import to your PC

You can import photos to your PC by connecting your device to your computer and using Windows Photos app:

  1. Make sure that you have the latest version of iTunes on your PC. Importing photos to your PC requires iTunes 12.5.1 or later.
  2. Connect your iPhone, iPad, or iPod touch to your PC with a USB cable.
  3. You might need to unlock your iOS device using your passcode.
  4. You might also see a prompt on the iOS device asking you to Trust This Computer. Tap Trust or Allow to continue.

Then, follow the steps in these Microsoft knowledge base articles to learn how to import photos to Windows Photos app:

When you import videos from your iOS device to your PC, some might be rotated incorrectly in Windows Photos app. You can add these videos to iTunes to play them in the correct orientation.

If you have iCloud Photos turned on, you need to download the original, full resolution versions of your photos to your iPhone before you import to your PC. Find out how.

Photos and videos that you sync from your computer to your iOS device using iTunes can't be imported back to your computer.

I'm sorry, but it is a Windows issue. For some reason, the new Photos app in Windows 10 is a piece of crap when it comes to transferring photos. You can try this link from Microsoft for help, https://support.microsoft.com/en-us/help/4027134/windows-10-import-photos-and-videos-from-phone-to-pc

I have found that if I open Photos first, then unlock the iPhone before connecting it to the computer it tends to work better. I've also found that if you are trying to transfer less than 100 photos is tends to work better. It seems there is an issue with the USB connection to the computer, that while Windows is transferring, it is sending some kind of strange message to the phone. I've taught intermediate Microsoft Windows in college for several years, since XP, and cannot seem to determine the issue. I can still get it to work well in Windows 7, but once Microsoft got rid of their Image import utility, the process has gone downhill.

I've purchased a small flash drive that connects to the lightning port of my iPhone and there is an app on the iPhone an it will copy the photos over to the flash drive and you can transfer them to the computer. Only downside of this is that it won't delete the photos from the iPhone after they have been imported.

P.S. It is from Sandisk, and the app is called iXpand Drive. All you have to do is plug in the drive and it will take you to download the app.

No I dont think so. It must be IOS as failures have only happened since iphone was updated to IOS 13 as I managed to transfer without issue back in August 2019 and I am pretty sure it was on IOS 12.x at that point.

That was my last successful transfer.

Of course my laptop has had Windows updates in that time aswell.

I feel a blame game could be erupting here....🤔

Doesn't matter anyway. I'm a user like you, and I'm just sharing my experience. It has been much longer that that for me, it has been since I finally updated my main computing device to Windows 10. I have so many different computers with different versions of Windows due to my teaching, it was time to replace the main one and I have had trouble since then. Like me, you are welcome to your opinion, and neither one of us has to agree with the other. I'm just glad that I found that SanDisk solution. Much easier to deal with, and I can make sure that i make transfers more often so I don't struggle deleting photos from the iPhone after I've got them on the flash drive. I will recommend that you try it though, if you can find it. I found it at our local Walmart.
