Can’t find Siri

i can’t find Siri and search in my settings. I tried to toggle on and off Siri and dictation in content restrictions setting but my Siri and search setting is still not appearing,

iPhone 11, iOS 13

Settings > Phone > Allow Phone To Access > Siri & Search > Show in Search > ON, Show App > ON.
