iCloud Drive does not remove deleted items

When I try to empty the trash in the iCloud Drive it shows all items were removed but, when I go back into the ‘recently deleted‘ folder, all the files are still there. Note that this is happening on iPad Pro 1st gen. and iPhone 8, all updated recently.

Fixed my own issue: turned off iCloud drive on the iPad settings, then back on; the deleted items list cleared.

I have confirmed In iCloud.com that iCloud Drive has emptied the deleted items. It seems that the Files app is still showing the recently deleted items. I deleted the Files app, and reinstalled it, but still shows the same files I had deleted earlier. Even if I change my favorite folders or make any updates to the app, once I reinstall it keeps showing those deleted files. This is happening on the iPad Pro 12.9 1st generation running iOS 13.4, whereas the iPhone 8 shows an empty deleted items folder.

Yes, my iPad would not be able to see iCloud if not connected to the web. Same Apple ID, same wi-fi network for all, Mac, phone, tablet. I suspect my A1584 is showing its age, even though it is the best Apple product I’ve had since my 1995 Performa. The Files app is not updating its preferences after uninstalled and re-loaded. Just shows the same ‘deleted’ stuff. It does take new files gracefully.
