airpod 2nd generation not pairing

I received a replacement charging station from apple today and I have followed all the steps to reset the AirPods. Both my phone and my husband's phone have the correct software downloaded for each or our phones. The AirPods won't connect to either phone. I have shut the lid for 30 seconds then opened it and held the back circle until it Flashes white, then flashes amber, then back to white..I have our phones opened and it won't connect to either.

My airpod pros connect just fine, so I know it is a problem with the airpod (2nd generation).

I need these for work. Please help :-)
