I would like to be able to scroll when I read, as one can in Kindle, rather than having to turn pages. Is that a setting I can change?
My books app doesn’t have an aa button. The pen button is in the aa button location.

I think if the publisher has chosen to use fixed-layout format for their book in Apple's store, then the features you want are not available . If the same book is available in the Kindle store, then perhaps that would be closer to what you want.

If your books aren’t from Apple’s Book Store it would be useful to know if AA shows up in a book purchased from Apple (there are plenty of free books on offer).
Books downloaded from the apple bookstore don’t have the aa button either. Books downloaded from the apple bookstore have the screen brightness button in the aa button location.
Yes. None of my books have an aa button. Apple Books have the screen brightness button in place of the aa button. And other books have the pen editing button in the aa button location.
Are you using a special keyboard or use a particular feature in Accessibility that could be interfering with the Books format?
