How can permanently classify a sender as 'not junk'?

For months I have been marking a number of emails in my Junk folder in iCloud--even emails from me--as Not Junk. But that didn't seem to do the trick, so I took one sender (Minimania.com--parts for my classic Mini) and marked it as VIP. Now, those messages are still in Junk, but with a pretty star next to them. How do I fix this? How do I teach the system? It's insane.

Subsequent messages from the same sender should be no longer automatically marked as junk. But if you want that specific message to be on your inbox, you can 'move' it to your inbox.

I don't want to move anything to Trash--I am trying to get items incorrectly marked Junk out of the Junk folder and into my Inbox. Tech Support told me that what's been happening (e.g, messages from senders marked Not Junk are still showing up in Junk) should not be happening, so they've looped in their experts. Hopefully some good news Friday or Monday.
