iPhone 6s issue

When I dial a particular individual’s mobile number, I receive either 3 short beeps or a message that the call cannot be completed. It is only this person’s phone. He can call me. I can text him. He can text me. I have changed SIM cards, deleted his complete contact information, reinstalled his contact information and reset my phone. I’ve checked his phone numerous times and I am not blocked on his phone. I can call others successfully on the his same network. I am with Verizon and he is AT&T. Verizon does not know what the problem is. I’ve never heard of this. Help!

If he's on AT&T ask him if he's got the AT&T Call Protect app. If he does, he may have accidentally blocked your number in that App. That stops your calls at the carrier level.

Your messages are undoubtedly iMessages, which is why they still reach him.
