Iphone has black screen. I have gone thru the different suggestions oh how to fix. Went to iTunes to restore and keep getting this message The iPhone [device name] could not be restored. An unknown error occurred (4013).

Having problems with iPhone XR. I have changed out cable and moved to different USB ports. How do I move forward to correct the problem "The iPhone could not be restored. An unknown error occurred (4013)?
