Activating new iphone

I just upgraded from a six to an iPhone 8. I did all the instructions up to restore from iCloud backup. It has been 3 hours and still says updating iCloud settings. Is this normal?

No that is not normal. Try restoring from iCloud again buy following the instructions in this article from Apple ➔ How to Restore Your iPhone from an iCloud Backup. Good Luck.
