Pairing used Apple Watch to new owner

I recently upgraded my Apple Watch 3 to the Apple Watch 5. I did a reset on the 3 and gsve to my nephew for him to pair to his iPhone. He is unsuccessful in pairing. He keeps getting error that the Watch is under my Apple ID. What are we doing wrong ?
