Not receiving verification code to reset security questions

I know my User ID and password, but I do not know my security questions. I tried to reset them, but I am not getting the code on my phone. I cannot log in to my account on the website because it won't send me a code and now says it doesn't have sufficient information for my account to reset the questions or send a code. I did have another email as two factor authentication and still haven't gotten a thing. So now I cannot log in or reset my questions. I don't understand why I can't just log in with my username and password, but now I'm in this circle. Any suggestions?

See If you forgot the answers to your Apple ID security questions https://support.apple.com/en-us/HT201485

 

Given that you have been told that Apple does not have sufficient information to answer your security questions, note that

  

Security and your Apple ID https://support.apple.com/en-us/HT201303 says “without proof of your identity via security questions and other carefully selected criteria, Apple Support can't help you reset a password or perform any other actions on your account.”

 

So, since are unable to answer your security questions satisfactorily, we won't be able to help you with your problem unless you have an extenuating circumstance (e.g., you have the receipt for the purchase of a pertinent device with its serial number on it or you have a court order instructing Apple to assist in the provision of access to a decedent’s information from the deceased person's accounts).

 

If you think you have an extenuating circumstance, even one not mentioned above, then use the support options below to get help in solving your problem.

You should try contacting Apple Support as they might be able to help you with this better than anyone else. This probably happened because you have Two Factor Authentication enabled. Make sure that all your devices are on the latest version of iOS/iPadOS/macOS. This can help as some devices are outdated and can't receive a code. Also, do you mind sharing the model of your phone (iPhone 6, 7, 8, etc.) and what version of iOS is it running? If it is an Android phone, then it can't receive verification codes.
