Unable to accept iCloud Terms & Conditions

Hi -

I am running OS Catalina 10.15.4 am an finding it impossible to load and accept the new iCloud Terms and Conditions.

• I keep getting the desktop notification that I need to accept the new Terms and Conditions for iCloud.
• I click the message and it takes me to the iCloud section of System Preferences with a button "Terms & Conditions". It shows me signed into iCloud on this page.
• I click that and it loads a modal with another button "Terms & Conditions".
• I click that and the "loading" message shows for a second, and then nothing happens and I am back on the System Preferences page.

I try to Sign Out of iCloud by clicking "Sign Out". A spinning wheel shows for a second, and then nothing happens, I am still logged in. I have read in other forums it won't let you sign out without accepting the T&C.

I've tried restarting my computer with no luck.

I don't know how to get the Terms & Conditions window to load so I can accept it, or how to just sign out since I don't need iCloud. Any suggestions? Otherwise this notification will show in the corner of my laptop forever.
