Many public Wi-Fi and hotel Wi-Fi only allow access when signing in with username and password (captive network portal). Apple TV doesn't support public or subscription networks with sign-in requirements. It is designed for use with a home network (personal internet), which may ask for a password but not a username.

One way to create your small private network, connected to a public network, is to make use of a so-called non-cellular ‘travel router’ in between your personal devices and the hotel network, if the hotel allows that.
