apply pay not working

Hi everyone! Wondering if anyone has any solutions for this issue...

my Apple Pay always works on my computer and phone but tonight I tried to make a payment via my laptop and I keep getting an error that says "make sure your phone is logged in, nearby and bluetooth is on" which all of it was and I could not get it to work. I turned my phone on and off, checked cellular data, checked my back account and even updated my phone. None of that worked so then I tried to make the purchase on my cellphone and the error it came up with is "the state and zip code should match for the shipping address" but they DO match. its the same address I have made countless purchases with and I even double checked my address in multiple spots on my wallet.

try signing out of your Apple ID and back in on all devices
