Can i down load and install dmg file on ipad pro, if so, how?

Nope.

IPads are NOT Macs/MacBooks!

IPads are NOT full laptop replacement devices, as much as everyone seems to want them to be.

iPads are companion devices to a real computer and run a different and more simplified OS than macOS.

IPads and iOS/iPadOS are sandboxed/closed/“walled garden” devices.

You can only obtain apps from Apple's own iOS App Store app.

No, you cannot. The only thing that you can install on the iPad is from the Apple App Store.
