Go into the Photos' iCloud preference pane and toggle "My Photo Stream" off, close Photos, toggle it back on, close Photos and reopen Photos. See if that will jumpstart the MPS.

Here is how I solved the problem: I don't us Photostream at all anymore. I went to the Photos app preferences, clicked on iCloud, and clicked the iCloud Photos box.
That means that all the photos you have will be saved in iCloud. I hadn't wanted that, because I had so many photos that I'd have had to buy storage.
However, I download old photos to my computer. And they're backed up twice, with TimeMachine and Backblaze. So, I deleted all the photos more than two years old. I don't need them on my phone or on iCloud.
Once you're saving all the photos you've taken recently in iCloud, the photos always show up in the Photo app on the computer. Photostream doesn't matter.
I'm not sure there's anything to be fixed as it only occurs to a few and not on a regular basis. Be sure to reboot frequently to clear out temp system, cache and swap files. A damaged/corrupted file can cause erratic behavior.
Also download and apply (or reapply) the macOS Catalina 10.15.4 Combo Update and run for a while to see if there's any improvement. It certainly can't hurt and can fix issues.
A few min. ago, I gave up and send Apple support a text message. As I'm awaiting their reply, I took a random photo with my iPhone... I look over at my photo stream on the MacBook and voila it is working. The newest photo I just took appeared and the rest of the 30 days of photo stream appeared. They did nothing, neither did I. Well, other than over last few days I kept trying to find a fix. One thing I did about an hour ago was, shut down the photos app. Did a photo app search on Activity Monitor and up in left corner hit the X and then chose to force quit the items associated. Closed Activity monitor. Who the heck knows what actually fixed it?
I just hope it doesn't reoccur like you've experienced.

Wish I'd read your question prior to turning mine off then back on again because now no photos that'd been there are available :(. I did save one from messages to the photo app and it's showing up in Photostream, but nothing else. I'm guessing since I see a few posts here about it in support groups it may be a bug.
Thank you all for your input. My problem continues off and on. Sometimes the photos show up on the photo stream after several days after I take them. I am hoping that the upcoming Big Sur OS will solve the problem since it did start with Catalina.
That’s ok if you want to pay. But it is not helping those who want to use as is. I am all about free storage which I’ve done successfully... forever. Back up via time machine and other places like Google Drive for free, Amazon and a few others. Sorry Apple. 😊
Thank you for your input. I have tried turning the photo stream off and on and it worked for a while and the problem returned a couple of weeks later.
So when will this actually get fixed, this has been an ongoing problem since Catalina was released?
I have turned this stuff off and on about three times. IT STILL DOESN'T WORK.
