Top tool bar unresponsive in text, email, & safari

My phone recently be came unresponsive to touch in the top toolbar for most apps like text, safari, or email. Unable to enter info in web address bar or press the back arrow in Safari. Unable to select back arrow or up and down arrow in mail. Same issues for text. However, the touchscreen is still responsive in the same area of the screen when using other apps. It must be a software issue but it did not fix with a reinstall to factory condition. Could be latest update?
