Unexpected shut downs on iPhone

I have been experiencing a lot of unexpected shutdown on my iPhone with 100% charge. They shut down automatically start up again then shows 7% battery for 30 seconds then skips to 100%. Currently my battery capacity is at 87%.

Is this a battery problem or a phone problem?

It’s a battery problem. There are failure modes for batteries that don’t show as reduced battery capacity, the most common is high internal resistance, and that symptom of unexpected shutdowns and jumping state of charge is usually from this failure mode. Apple will replace the battery for $49, or you can use this as an excuse to replace your 5 year old phone.
