Adding contacts

I am trying to add contacts to my new SE2020. Every time I put in the information and go back to contacts it says I have no contacts. I have gone to settings, to iCloud and made sure the contacts is on. I even turned the contacts off and then turned it back on. It still won't let me add contacts. What do I do?
