Why can't I turn off Two-Factor Authentication?

Good Afternoon!

I've tried to enter iCloud on iOS 7.2.1, but I couldn't do it, because I don't have a place to enter it.

Therefore, I tried to turn off Two-Factor Authentication. But I can't do it. Why?

With iOS 7.2.1 you enter the passcode immediately after your password. So if your password was password (hopefully not, but just for an example), and your 2FA code was 123456, you would enter password123456.

You cannot turn it off after it’s been on for more than 2 weeks because Apple does not allow it after those initial 14 days post-activation.
