Mail Navigation on IPadOS w/ Magic Keyboard is Glitchy

For example, I open Mail and then attempt to use the arrow keys to scroll through messages. Sometimes it works great and I can scroll up or down through messages and take actions. Other times it will not scroll at all and I must select the message by tapping on the screen. The Magic Keyboard does not otherwise demonstrate any issues and no other programs seem to have these issues.

Has anyone else experienced this behavior? Is there something I can do to fix it? I have reviewed all keyboard shortcuts. The technical short states that I should use CMD with an up or down arrow but that does not seem to make any difference. Either it works with just the up or down arrows or it does not work at all. Really love being able to stay on the keyboard when working through email quickly so this would be helpful to resolve and seems a little bit sloppy that it does not work consistently.
