Face ID stopped working - can't reset it

Have an iPhone Xr and Face ID stopped working. I removed the "face" and attempted to Set Up Face ID again. When I try to set it up, I get to the "Position your face within the frame" page and my face shows up on the screen. No matter what I do, I can't get beyond that screen - no matter if I circle my head around, take off my glasses, raise/lower the phone, move closer/further - it just tells me to put my face in the frame. I have tried restarting the iPhone, turning face recognition on/of, and everything else I can think of. I have downloaded the most recent updates - using version 13.4.1. Camera works - will take pictures and does show my face when attempting to set up.

Any other suggestions?
