Install EtreCheck and post the report. Give it Full Disk access.

to get the High Sierra installer from Apple. This would then allow you

an ability to download an Installer; this is not the entire new system.

Expect the download to take all your bandwidth, and up to five hours.

And Mac may restart three or more times; set the mac so it won't sleep.

(However ~ I just tried this and it DIDN'T want to load High Sierra..

So maybe there's problem with their server.)

PS: you may consider third party software, see if files will convert.

I cannot locate the VideoGuard software...

It's actually Cisco VideoGuard and the location of it's files are in the EtreCheck report.

Back up your data, check your applications for compatibility, and download High Sierra.

First delete any copy of "Install macOS High Sierra" from the Applications folder. Try again while in Safe Mode.

Just glancing at it you have a fair amount of out-of-date and obsolete software installed. Some going back to 2010. I would get rid of those first, and the K9 security and VideoGuard software.
