IOS upgrade BUG

I have a iphone XS Max running IOS 13.3.1 right now. When I try to upgrade to 13.3.2 and 13.4.1, it didn't work. It always shows no Interent access and can't verify the upgrade. I tried to trouble shooting steps by steps. But I still can't upgrade it.

First, I delete the upgrade and downloaded again. didn't work

Then, I reset the network setting. didn't work

I also reset the iphone and upgrade it again. didn't work

Finally, I tried to upgrade it through iTunes. didn't work

Anybody can help me on this? Thank you!

What version of Mac OS? You will need to know the error code to be able to determine the course of action. Once you find the error code, see this, iOS update and restore errors - Apple Support

What happened when you tried to update via iTunes? Did you see an error? What computer operating system are you using, Windows or Mac. Do you have the latest version of iTunes? This information is necessary to determine the next steps.

Just poped an error. I can't remeber what was the error code. I updated the iTunes to the most updated by using a Mac.
