iCloud backup eating up storage

I am trying to decrease my storage on my iCloud by removing my old phones from backup. I go to settings, iCloud, Storage and then back-up. I thin click on the old phones that I want to remove, click on delete back-up, click turn-off & delete, and am then told that I cannot delete backup.

Any idea how this can be done as it is eating up lots of storage in iCloud

iPhone 6s Plus, iOS 13

Hi , ok so they have said that there is nothing they can do and they will have to contact apple and get them to remove the back up manually themselves . I have had to go through a lot of stuff to give them access to my apple account. It could take a week for them to do this. So fingers crossed 🤞 but not much good for anyone else as it means you will have to ring them and then will escalate the problem . But also they will realise that this isn’t an isolated issue . Good luck guys
