I am getting a new iphone 7plus that the stores website says is on ios10. My current iPhone (iPhone 6) is on ios 12.4.6. Will this new phone upgrade to the latest ios before getting to the migration phase allowing me to migrate all my data?

Before starting iPhone Migration, the new (destination) device must run iOS 12.4 or later version.
In any case, create also a full backup of your old iPhone.
