I have 2 phones that are on the same Apple ID an both backed up to iCloud, however I am about to buy a new phone. When I enter my Apple ID and iCloud info on the new phone and download my data, will it download the info from both old phones? If not, how can I merge the data from both and get it all on the new phone?

No. You will have to select which backup you want to use. Using two different backups and merging them into one is not possible.
