Catalina apple image capture can't scan to pdf

Since I update to Catalina I can't scan documents with image capture and save the output as PDF.

The output appears with a acrobat reader icon when normally I have the Preview.

Then when I try to open the scan.pdf appears the following message

Adobe Acrobat Reader could not open 'Scan.pdf' because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded).

If I open with the preview says the the file is wrong or not can not recognize.

If I scan to a JPG it runs ok
