Good day!
Need Help for my iPad. I tried to perform software update and the software version now is 13.4.1 but still not showing although it was showing under Settings > General > iPad Storage. I have also tried to restore the iPad still won't work. I tried to change the Language and Region still the same and restarting it multiple times still won't work. Need help.

If the iPad was purchased in one of the Middle-Eastern countries where FaceTime is prohibited, relocating the iPad to another region will not remove this limitation. The FaceTime restriction is linked to the region-specific model number of your iPad.

That device was purchased in the Middle East and will not have FaceTime on it. It cannot be downloaded to either. Where are you located now? From this support document. Use FaceTime with your iPhone, iPad, or iPod touch - Apple Support

I've already updated the IOS of the iPad and it's current software version is 13.4.1 but still the same. I've also tried to restore the iPad still same thing. I am currently located in the Philippines. Any other suggestions? Please help. TIA.
Where did you purchase this device? It is very possible this device is restricted for FaceTime. If you go to Settings>General>About>Model, please report what you see there.
You'd need to get a different iPad. The patch made to enable it in Saudi Arabia only applies while there.
