Can I use one iCloud account for devices bought in 2 different countries?

I have a Macbook Air and an iPad (2018) that I bought when I lived in Canada. Now that I'm back in the US, I have to get a US iPad because I have to open a separate Apple store account in order to use US funds; Apple will not let me do that using a Canadian registered device. My question is: can the devices from two separate countries share an iCloud account? I still travel frequently back and forth between Canada and the US, spending multiple months in each when I travel. None of these devices have a lot of storage, so I'd like to put music and pics in the cloud and sync - if that's even feasible.

Thanks, guys.

Devices are not associated with a country, other than for warranty purposes.

An account or Apple ID needs to be consistent with where you are resident. Your account's country of residence, your iTunes Store and your method of payment all need to be from the same country.

So you could use the same device in each country by switching those 3 values when you move about. Keep in mind, purchases are not shared between Apple IDs, so paid apps will need to be purchased twice, assuming they are available in each country..
