unable to use my IPhone

What does it mean when you've plugged your phone into to your Mac device and the 'Trust this iPhone' has come up and it continuiesly staying there and I'm unable to use the phone at all?

iPhone 11, iOS 13

Restart the device. That's it.
Still not solved --> Force restart iPhone - Apple Support
