echo/parrot dictation with catalina

In Catalina, it would appear that your only mute option is in the Sound panel's Output tab, or the mute keyboard shortcut. I see no Mute audio output during dictation functionality elsewhere.

Did you try Use Siri

you can ask Siri to turn accessibility features on and off.
