I had to get a new phone so I finally got my watch to pair, then a couple days later I accidentally turned my bluetooth off on my cell phone and now I can't get my phone to pair with my watch. I successfully unpaired my phone but I can't repair it and my watch does not recognize my phone so I can't pair it again.

I've done that, and I've tried to reset my watch from settings and it won't even let me do that. When I go to reset it just says to reset the home screen to factory settings. It doesn't even mention resetting the entire watch. I should have put in my post I have the iPhone XR and generation 3 watch.
Try this;
Press and hold both the side button and Digital Crown for about 10 seconds, then release both buttons when you see the Apple logo.Wait a few seconds, then hold down just the side button for about 20 seconds until the “erase all settings” prompt shows up on the screen, then tap on it, then tap on the green check button.
