MacBook Air 2013 Can’t establish secure connection

I am unable to set my MacBook Air 2013 into factory mode. My parent controls are off and safari functions as a search engine but it is unable to establish a secure connection even when connected to the correct wifi. I am also unable to update my laptop to set into factory mode for an unknown reason, I have tried resetting it and using command and R but it still doesn’t work. I am unable to sign into accounts including google because of an unsecure connection. With all of these issues my laptop simply can’t function appropriately.
