'Make a Selection' in Burst
The 'Make a Selection' button is not appearing in the upper-left corner when I look at a photo taken in burst mode.
How do I activate this so I may look at the individual frames within a burst photo?

IMO, the entire Mac Photos experience has been going backwards since Apple killed Aperture. I occasionally send specific feedback to Apple via www.apple.com/feedback/photos.html.
I forgot to mention that you can right-click on a burst in an album and select 'Show in All Photos' to quickly jump to it in the main Library > Photos grid, where the 'Make a Selection' button appears.
Also, if you do want to see all your bursts in one place (so you can easily select your keepers without bouncing around), here's the easiest (but not easy) way I've found to do it given the current limitations:

As a test launch Photos with the Option key held down and create a new, test library. Import some photos and test to see if the same problem persists. Does it? (This tells us if the problem is limited to your current library or is more wide spread)
Log into another user account, Set up users, guests, and groups on Mac, and see if the problem persists (this tells us if the problem is limited to your user account or is system wide).
Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and check there to see if the problem persists. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

Thank you for this. I've been able to navigate to 'make a selection' with the directions you've provided.
It's frustrating leaving an album to select frames in burst. And if any edits are made, those need to be added back to the corresponding album.
The old photos program did not have this cumbersome interface.
