iphone xs

I just got a new phone and when I go to get a new app and it says to double click the button to install, the button hides and comes out a little and then hides again so I can't double click it. When I try to tap it it disappears. Therefore, I can't install any apps.

Please help me!

You don't tap the screen. You double tap the power button to download the app. That's what the bouncing notice is telling you to do.
