I purchased an iPad from Dubai but no FaceTime with Egypt carrier, why?

I purchased an iPad Air 3 from Dubai in 2019, after retrieving my old backup from Mac and activating it in Egypt using Vodafone Egypt, no FaceTime App.

If I reset the iPad as new, sometimes I see the FaceTime App, but FaceTime keep trying to connect with no success.

Any solutions please?

Note: I purchased an iPhone 11 Pro Max from Dubai in November 2019 and FaceTime is working perfectly.
